coculture e.V. is seeking a freelance M&E Expert to provide methodological oversight, develop tools and templates, ensure data quality, and support the consolidation of monitoring results for donor reporting under the Little Syria project. The role supervises and supports the field-based M&E function and ensures that reporting is clear, consistent, and audit-ready. As outlined in the approved project proposal, this role is primarily based in Germany with remote coordination responsibilities.

Key Responsibilities

• Lead the methodological design and quality assurance of the project’s monitoring and evaluation system
• Develop and/or refine tools, templates, trackers, and reporting formats as needed
• Review monitoring data submitted by the field team and assess its quality and consistency
• Support the consolidation of results for donor reporting
• Supervise and guide the field-based M&E function
• Ensure alignment between monitoring systems, the project proposal, defined indicators, and donor requirements
• Support internal reviews, lessons learned processes, and final documentation outputs
• Provide guidance on evidence collection, documentation standards, and reporting readiness

Required Qualifications

• Proven experience in monitoring, evaluation, and learning for donor-funded NGO projects
• Strong experience with indicator tracking, data quality assurance, and reporting systems
• Experience preparing or supervising donor reports
• Strong analytical and writing skills in English and Arabic
• Ability to mentor and guide field-based M&E teams remotely

Preferred

• Experience with donor compliance and reporting systems such as GIZ, EU, or UN
• Experience in civic, post-conflict, or Syria-related programming

نبذة عن الوظيفة
تبحث coculture e.V. عن خبير/ة في المتابعة والتقييم والتعلّم بنظام التعاقد الحر، لتقديم إشراف منهجي، وتطوير الأدوات والنماذج، وضمان جودة البيانات، وتجميع نتائج المتابعة لأغراض التقارير المقدمة للجهات المانحة ضمن مشروع سوريا الصغرى. يتضمن الدور الإشراف على وظيفة المتابعة والتقييم الميدانية ودعمها، والمساهمة في ضمان وضوح المخرجات وجاهزية التقارير للتدقيق. يشير المقترح المعتمد إلى أن هذا الدور قائم من ألمانيا.

المسؤوليات الأساسية

• قيادة التصميم المنهجي وضمان جودة أنظمة المتابعة والتقييم في المشروع
• تطوير أو تحسين الأدوات والنماذج، وأنظمة التتبع، وصيغ التقارير عند الحاجة
• مراجعة بيانات المتابعة المقدمة من الفريق الميداني، وتقييم جودتها واتساقها
• دعم تجميع النتائج لإعداد التقارير الموجهة للجهات المانحة
• الإشراف على وظيفة المتابعة والتقييم الميدانية وتوجيهها
• ضمان توافق أنظمة المتابعة مع مقترح المشروع، والمؤشرات المعتمدة، ومتطلبات الجهة المانحة
• دعم إعداد المراجعات الداخلية، واستخلاص الدروس المستفادة، والوثائق النهائية
• تقديم المشورة بشأن جمع الأدلة، ومعايير التوثيق، وجاهزية التقارير للتدقيق

المؤهلات المطلوبة

• خبرة مثبتة في المتابعة والتقييم والتعلّم ضمن مشاريع منظمات غير حكومية ممولة من جهات مانحة
• خبرة قوية في تتبع المؤشرات، وضمان جودة البيانات، وأنظمة إعداد التقارير
• خبرة في إعداد أو الإشراف على تقارير الجهات المانحة
• مهارات تحليلية قوية وقدرة عالية على الكتابة باللغتين العربية والإنجليزية
• القدرة على توجيه ودعم فرق المتابعة والتقييم الميدانية عن بُعد

يُفضّل

• خبرة في العمل مع أنظمة الامتثال والتقارير الخاصة بجهات مانحة مثل GIZ أو الاتحاد الأوروبي أو الأمم المتحدة
• خبرة في العمل في سياقات مدنية أو ما بعد النزاع أو في برامج مرتبطة بسوريا
